I’ve been using the demons great hammer since I’m Mostly a strength build and stun locking is effective but I’m left open while I recover my stamina, so my question is what, in everyone’s opinion and experience, is the best for PVE. Even if you are doing something like an all-in DEX build, sorry to say that a similarly upgraded mace is still gonna outclass those high DEX-scaling weapons for the majority of enemies in the game. Also, think about raising VIT to 20 at least, slowly. If you go with DEX, yo don't need to hurry with this. Bigger weapons /heavier armor is always good for warrior.
