Fallout 4 game speed too fast

I'm on a nostalgia kick, and when I started a new game I was shocked how fast my character moved. I looked through the internet for solutions and I've tried these: 1) VSync adjustments (on / off) 2) iFPSClamp = 60 3) iPresentInterval = 0 4) Using Command Prompt "Player.ModActorValue SpeedMult" to lower this value The issue with the last thing is that it doesn't fix any NPC's movement speed ....

Exiting/entering power armor gives me super speed. This doesn't always happen, sometimes I can use power armor multiple times and I'll be just fine. But occasionally my character becomes very fast after interacting with the power armor, and the only way to fix it is to reload an old save. what could be causing this?
