Practically speaking, 1.3 seconds is nothing and 7.6 seconds in a full size truck beats the majority of autos out there and most trucks.Lastly, VVTi motors were 05-09 and are exactly the same output. The VVTi 4.7 in the Tundra had various outputs and produced the most in 2005. I figured they would have used the same engines in the 4runners of that year, but maybe not. It seems like the regulator/wiring is ok, because when the belt finally catches on it was hovering perfectly at the set voltage 14.8.
