I would make 3/8" think the minimum, I make my bumper mounting plates 1/2" thick. Your welder will work. If it were me I'd cut a hole through the plate so you could weld the D-ring on the back also. Here's a couple of photos of what I make for my bumpers. The D-rings are 1" thick x 2" wide and have a 1" hole in them.Size: Weld on clevis mount measures 29/32" hole, fits for 3/4" shackle.
